Thanks for your suggestions guys,
I don't have a cnc router or vaccuum mould, so I checked out the shapelock. I think if I'm going to have to mold it like wax, I'll get actual wax for cheaper and make a partial cone mould (25% or 50%) to save on effort.

    Mike, they sell clear plastic sleeves to protect fluorescent tubes.
    Lightweight , you would still need the actual top, but that can be
    carved out of foam.
