Hi Darcy,
This sounds like a great idea. You can certainly count me in for $150. One possible approach: try to align with the proposed Ottawa Tool Library.
The new X-Carve machine by Inventables looks very nice. I've already let them know I'd be willing to contribute to an X-Carve or equivalent.
Will check the others you mention.
