[Lab] Laser Leveling

This may seem like an obvious question, but when considering the leveling
what is the bed being leveled too? Wouldn't the key issue be whether it is
level to the movement of the laser, and if the bed is off level because the
machine/table/floor is off-level the most important things is really that
they are parallel rather than level? or is this another issue to do with
the specific functioning of the laser mechanism?
