It's most typically poly-epoxide (epoxy):

Not sure how it lases but I understand that through hole via's are often
lased as opposed to drilled in production.
If it doesn't cut it might certainly score and snap.
Would be interested to know how you make out with it, given the official go
ahead wrt material safety of course...
