[Lab] Is this a filter?

I found this 12V outlet chain.

I’m planning on using the left one to create a plugin on my CNC controller
to plug the dremel into it. It will be wired to the controller’s spindle
off-on relay.

This one comes with a little white box on the power lines. Is this just a
noise filter?
