The annual reports questionnaire is divided into three parts: I Legislative and administrative measures and II DRUG ABUSE . . . . . . . . . . . . . . . . E/NR/1992/2 III Illicit traffic . . . . . . . . . . . . . . . . . E/NR/1992/3 This part deals with drug abuse. Its first section deals with the assessment of the general situation in a State. Governments of States where comprehensive inquiries have been made and which are accordingly in a position to give more detailed dates are requested to do so. Governments which are not in a position to answer this section in its entirety are requested to provide as much information as possible. The subsequent sections cover the subjects of treatment, rehabilitation, prevention and social reintegration. |
Each Government will receive two copies of the annual reports questionnaire. One completed questionnaire should be addressed to: The Secretary-General The second copy may be retained for government files. Annual reports should reach the Secretary-General of the United Nations as soon as possible and preferably not later than 30 June of the year following the year to which they relate. Thus every effort should be made to send the annual report for 1992 before 30 June 1993. |
INSTRUCTIONS FOR COMPLETION 1. Information reported should be for the year under review: in some instances, data may not be available for this year however, the data may be available for earlier years. In such cases, utilize the earlier data and indicate in the space provided the year the data were collected. 2. Many questions require only a "yes" or "no" response and in these instances, mark the appropriate box. Other questions are open ended and it may be necessary to use additional pages for the responses. If additional pages are used, record the question number on each additional page. 3. Several of the Annexes request bibliographic and other descriptive information of surveys and studies on drug use/abuse. Please complete the information for each study or survey using additional pages if needed. It is permissible to photocopy any parts of the questionnaire. PROBLEMS OF DATA COLLECTION
This section is concerned with the problems which hinder the establishment of data collecting systems. If there is no central data collecting system please answer question 1 and question 2. If there is such a system please complete questions 3 to 6.

THE GENERAL REPORT
The General Report is a very important part of the annual reports questionnaire and of the IDAAS System. The data collected here will be incorporated with information from teh other parts of the questionnaire as well as other government provided data, to develop a country Drug Profile.
For each Member State, the Country Drug Profile will provide an overview of: (1) treaty adherence; (2) indicators of drug demand (reporting systems and surveys, extent of drug abuse, regional variations, trends and patterns of abuse, abuser characteristics, health implications and arrests, convictions and seizures); (3) drug demand reduction activities (prevention, treatment and rehabilitation) and (4) costs and consequences. It is essential that all information reported be as complete as possible. If complete data are not available, please provide any partial data.
It is understandable that for many Member States, national‑level data may not be available. In some instances, reports may be based on national level surveys, studies, or data collection systems, while in other cases, national estimates will have to be made by extrapolating information collected through regional or local surveys, studies, or data collection systems. In some countries, quantitative data may not exist; however, estimates can be made from anecdotal and/or undocumented information. These data will represent each Member State's best assessment of the nature and extent of drug abuse.

2. EXTENT OF DRUG ABUSE
Please complete tables 2.1 to 2.4 for each drug, but if data are not available per drug, complete for each drug category. The Multiple Drugs category should only be used if individual categories cannot be identified. The requested estimates should be based on any and all information available, surveys, registries and anecdotal or undocumented information. If no data exist, please base information on the best informed judgment. Please also identify for each estimate how they were derived: surveys, extrapolated from limited data, or best informed judgment and indicate the sources.
In table 2.1 please estimate the number of annual abusers, that is the number of persons who abuse drugs at least once during the year. Please also estimate the number of daily abusers, that is the number of persons who abuse drugs on a daily basis, at any one point during the year. If it is not possible to provide reliable estimates of actual numbers, please indicate a range (a lowest and a highest estimate) within which the exact number will probably fall.
In table 2.2 please estimate the age range in which abuse of each drug is most prevalent and the percentage of women abusers.
In table 2.3 please check the main routes of administration for each drug by placing an "X" in the appropriate boxes. If necessary more than one box can be used for each drug.
In table 2.4 please write in the most prevalent combinations of drugs which are used with each main drug (including alcohol).
In table 2.5 please assess the trends in drug abuse that have occurred for the major drugs abused in your country in the past year, by placing an "X" in the appropriate boxes.
