Canada has ratified the 1988 Convention and is still in the process of preparing appropriate legislation to implement its obligations under that Convention. In 1991, the drafting of a Psychotropics Substances Control Act continued and new anabolic steroid regulations were drafted so as to control illegal importation and distribution.
Licensing system for manufacture, trade and distribution:
There is a government-controlled licensing system. No narcotic drugs or psychotropic substances were reported being manufactured in 1991.
